In order to connect to the Report Server, the IP Address must be whitelisted at Nortridge.
Also, if more then one user is using the same account, make sure each user is using the same password. More then 5 failed logon attemps will lock the account. If the password needs to be reset/unlocked, have every user using that account know that it's been locked and not to login while the password is being reset/unlocked.
