When presented with this error, there are a few things you can try. Since the Microsoft Access Database Engine 2010 Redistributable has already been installed, I would first suggest uninstalling it and reinstalling it for 32bit and 64bit.
Be sure that all microsoft applications are closed during this process, run the exe as administrator, and reboot the PC after.

Next, ensure you have the latest .NET framework 4.8 runtime installed.

If all the above do not work, I would suggest trying the XML conversion template on several other PCs as you may have core Microsoft files missing on the PC in question. Being that the error "Microsoft.ACE.OLEDB.12.0' provider is not registered on the local machine" is purely a Microsoft error, we would not be able to assist past this point. I would suggest your IT department google the error as there are endless documentation online about troubleshooting this.
